In itself, the phrase could be understood also to refer to a truth just
mentioned or to a truth currently under discussion. Or, again, it could
be that aspect of the truth that was particularly applicable to the then
circumstances. I don't see any need to push it to the 20th century (or
the 19th, or 18th, or ...)
Am I being too unimaginative?
