We can argue all day about serious versus academic versus professional.
 Laying aside the semantic debate, let me report my own experience in
operational terms.

Certainly one can delve deeply into the intricacies of NT Greek,
linguistics and exegesis without reading German. If, however, you wish
to be conversant with all the literature on the subject and capable of
taking part in the public discourse on this subject (public as in
published or publicly presented in a professional setting), you must be
able to read German. If you want to fully understand the current
debate on critical theory, linguistics and the like you also absolutely
must read French. The simple truth is that a substantial portion of
the serious work on these topics is published in those languages, and
much of that is never translated (there's just too much). There are
also some very important reference resources that require facility in
those languages.

You can come close, i.e. be a "serious student" for your own personal
development, by reading only English works and English translations of
other work, but you can't take that final step without the right
language skills.
