The first PRO is a verbal prefix intensifying the meaning of KHRUSSW.
The second PRO is part of a Hebraistic phrase LiPh:NeY, literally put into
Greek as PRO PROSWPOU + the genitive, "before the face of": i.e. "in the
presence of...".
The fact that PRO appears twice is co-incidental.
