"The Flames of Rome", by Paul L. Maier.

From the jacket:

Paul L. Maier has translated Josephus--"Josephus, the essential works"; is
Professor of Ancient History at Western Michigan University and has written
numerous books dealing with the rise of Christianity and the Roman Empire. He
was awarded his doctorate summa cum laude at the University of Basel.

He has also written "Pontius Pilate", though I'm unfamiliar with that book.
