Yes, I think you are quite right. The first TE suggests a close link between
FWTISQEIS and the following coordinated propositions. They give further detail
about what it means to "have been enlightened". It would be better not to
translate it with "and" in English, because "and" suggests a separation, whereas
TE suggest a strong overlap in meaning. Either a full stop or a "that is" would
be closer to the meaning of TE here. The second TE similarly suggests a close
semantic overlap between "Word of God" and "powers".

At least this is my understanding of TE, and I believe I am in agreement with
Levinsohn on this point.
