Making Sense of Federal Programs:

USDA Programs and Appeals

In general, if a farmer applies for a USDA program and is denied, or is subject to any other adverse decision by USDA, the farmer has the right to appeal under the National Appeals Division (NAD) system. Of the programs discussed here, only federal crop insurance does not fall under the NAD system.
