FWD: Compost BMP Table of Contents



    Here is the table of Contents for the 40 page BMP DRAFT document 
    to follow.  They tell me to tell you loudly  and clearly, "DRAFT!  
    DO NOT CITE OR QUOTE!"  
    
    This needs to be camera ready by Oct. 15.  Any comments you could 
    make will be appreciated MORE if they are timely!!!
