If anyone out there is working on this area we would be very interested in 
hearing from you. This area overlaps with our research interests at IACR-Long 
Ashton and the whole idea of CRP in the USA sounds very like our set-aside 
system here in the UK. If anyone who receives this would be interested in some 
form of collaborative work in this subject area we would be pleased to discuss 
any ideas you may have.
