Im not sure how appropriate the cover crops youve picked are for you
region - but I DO know you CAN plant them in the spring and summer
with no problem. Here in northern CA, the place is way to swampy for
purple vetch to grow in fall/winter so I plant it in spring everywhere
there is no garden.

I tilll the vetch in before it gets stringy (shortly after it stops
blooming). I also grow white dutch clover or strawberry clover
underneath my garden plants in the spring/summer. It provides
nitrogen, is a biological subsoiler and keeps the moisture in.
