An earlier poster thought the CES was a "government" program.  He's partly 
right.  For more information contact your local Extension Service office.

The 1990 Fact Book of Agriculture (USDA Miscellaneous Publication Number 
1063) describes the CES:

"Established in 1914, the Cooperative Extension System was designed as a 
partnership of the U.S. Department of Agriculture and the land-grant 
universities, which were authorized by the Federal Morrill Acts of 1862 
and 1890.  Legislation in various States has enabled local governments or 
organized groups in the Nation's counties to become a third party in this 
educational endeavor.

"Today, this educational system includes professionals in each of 
America's 1862 land-grant colleges and universities (in the 50 States, 
Puerto Rico, the Virgin Islands, Guam, Northern Marianas, American Samoa, 
Micronesia, and the District of Columbia) and in Tuskegee University and 
sixteen 1890 land-grant colleges or universities." (pp. 119,120)

The USDA Extension Service is the Federal "partner."  The 1994 agriculture
appropriation bill has $435 million for this activity -- up from $429
million in FY93.  The Clinton administration wanted to cut the budget to 
$426 million.  By way of comparison, the Food and Drug Administration 
budget for FY1994 is $870 million. (from Congressional Quarterly, 2 Oct
