Subject: getting plant material from NPGS

Ive just recently discovered the National Plant Germplasm System

http://www.ars-grin.gov/npgs/

& have noticed that they have very select plant material for the
asking.  Does anyone out there in permaculture land have experience with
requesting material thru them?  Is this open to anyone or do you have to
have institutional research affiliation?
