USDA's Foreign Agricultural Service has just announced three
Washington, DC based vacancies: 1) Agribusiness/Economic
Policy Advisor; 2) Higher Education Specialist; and
3) telecommunications Development Specialist. These positions
are described briefly below.
AGRIBUSINESS/ECONOMIC POLICY ADVISOR
GS-13/14
The Professional Development Program (PDP), Food Industries Division,
International Cooperation and Development, Foreign Agricultural
Service, U.S. Department of Agriculture designs and manages diversified
short- and long-term international training, education and technical
assistance programs in agriculture, agribusiness, rural development and related
areas. These training and technical assistance programs are developed and
implemented in collaboration with sponsoring organizations
such as the U.S. Agency for International Development (USAID).
PDP is seeking an Agribusiness/Economic Policy Advisor to assist with
the USAID-funded Agricultural Technical Services Project, which
provides technical and financial support for the promotion of economic growth
through private agricultural entrepreneurial activities. The position
will work extensively with USAID field missions and developing
country organizations in providing advice and guidance in the
development of policies, practices, and programs at a strategic level to improve
the contribution of the agricultural sector to gross domestic production.
The position will, at least initially, focus on coordinating agribusiness
development activities in Russia with other donors and contractors working in
Russia. This position is based in Washington, DC but requires
some domestic and international travel.
This position may be offered through a collaborative agreement with
another USDA agency or university or as a Schedule B hire, which is a
temporary hire not-to-exceed two years, with the possibility for extension.
The position is open at a GS-13 or GS-14 level. Applicants must have at least
one year of specialized experience in the duties equivalent to the next lower
level. We expect to fill the position in October.
Qualifications: (1) Knowledge of agriculture, agribusiness and
agricultural policy as related to international development
assistance (some international experience preferred), (2) Ability to analyze
and evaluate highly complex cross-cultural, cross-national human
interactions in order to reach decisions and agreements for further
action, (3) Ability to conceptualize and articulate, both in written
form and orally, innovative programs and activities, (4) Knowledge of
the relationship of the public and private sectors in agricultural
development, (5) Experience in Russia, including agribusiness development
activities, and fluency in Russian are desired.

HIGHER EDUCATION SPECIALIST
GS-12

international training, education and technical assistance programs in agriculture,
agribusiness, rural development and related areas. These training and technical
assistance programs are developed and implemented in collaboration with
sponsoring organizations such as the U.S. Agency for International
Development (USAID).
PDP is seeking a Higher Education Specialist to assist with the
USAID-funded Higher Education and Training Systems Project, which provides
technical leadership to promote more responsive higher education, workforce
development, training, and telecommunications systems in target countries.
The Higher Education Specialist will work extensively with USAID field
missions and developing country organizations in the planning, development,
and execution of higher education activities to upgrade skills, revitalize higher
education institutions and improve teaching methods, curricula and courses.
The Specialist will provide guidance and support to university linkage and
partnership programs. This position is based in Washington, DC but
requires some domestic and international travel.
This position may be offered through a collaborative agreement with
another USDA agency or university or as a Schedule B hire, which is a
temporary hire not-to-exceed two years, with the possibility for extension.
The position is open at a GS-12. Applicants must have at least one year

guidance and direction to the USAID Missions and Washington Bureaus
and Centers in the development, management, implementation, and evaluation
of activities and programs related to telecommunications policy, regulatory
reform, and technologies aimed to make the benefits of a modern
telecommunications infrastructure more widely accessible.
This position is based in Washington, DC but requires some domestic and
international travel.

temporary hire not-to-exceed two years, with the possibility for extension.
