November 22 Satellite Program Cancelled & CRP

The November 22 satellite program on FAIR Act Conservation issues sponsored
by Washington State University has been
canceled. The Final regs will not be available till after the end of the
year. It appears that the regs on CRP maybe modified to accommodate air
quality concerns so we did not want to go ahead without the final word.

Sorry! When we first scheduled the program the final regs were supposed to
be out in September!

The word I hear (not official) is that final CRP regs will be promulgated on
January 7 and the next periodic sign up for CRP will be announced on that
date.

The regs do not become final-final until 60 days after the
agency finalizes which gives the Congress 60 days to review the final regs.
This means final-final regs will not be in effect till March 7 or so. If
USDA follows this scenario they are willing to gamble that Congress will not
have any problems with the final regs and are going ahead with CRP sign-up
with out final regs being formally in place.
