of Prof. Heffernan's article if anyone knows how to find it.

information I used was from the October 1996 issue, Volume 13, no. 3.
Subscriptions are free of charge to groups and individuals in the South as well
as the NGO community at large. They cost $35 U.S. to individuals and
institutions in the industrialized countries.
