A Farmers' Dialogue with Government representatives to the United Nations
will be held Wednesday, April 16 from 3-6 pm at the United Nations in
Conference Room 1.  Farmers will be present both as presenters and in the
audience to engage in dialogue with government and NGO repesentatives
present at the United Nations Commission on Sustainable Development 5th
annual Session.  This year's session is serving as part of the five-year
review process of the 1992 Rio Earth Summit.

The Dialogue Sessions (one for each of the nine major groups) are part of
the official meeting of the CSD and not a side event.  The results will be
a part of the fifth CSD's report to the Special Session of the General
Assembly.  A summary of the results will also be prepared by the Major
Group Co-chairs of each session in collaboration with the CSD Secretariat
and made available on the Internet, as well as at the Special Session of
the General Assembly.

The four main questions that each Dialogue Session is required to address
both in the presentations and in the discussion periods are:

1.  What are the lessons learned by the major group during the first phase
of Agenda 21 implementation?

2.  What are the priorities of the major group for the next phase?

3.  What challenges does the major group wish to make to other major group
sectors, to UN bodies and to Governments regarding future sustainable
development efforts?

4.  Which issues, in the view of the major group, should be the priority
issues for the CSD to focus on in the next phase.

A small number of farmers from different parts of the world have been
invited to share their views on progress made since 1992 towards
implementing Agenda  21.  Their participation was made possible by funds
made available from contributing governments, their own farm organizations
or small amounts of assistance from other sources.  The Farmers' Dialogue
has been organized by International Federation of Organic Agriculture
Movements
(IFOAM), the International Federation of Agricultural Producers (IFAP), Via
Campesina and the World Sustainable
Agriculture Association (WSAA), in cooperation with the Commission on
Sustainable Development Secretariat and the Non-Governmental Liaison
Service.

Attention:  For those who are interested but unable to attend the Five Year
Review of the Earth Summit at the UN, please note that comments on the
questions below by farmers and/or their representative organizations  are
welcome.  Background materials describing the role of farmers in
sustainable development (Chapter 32 of Agenda 21) will be posted as well.

These will be taken into account in preparing for the Farmers' Dialogue
Session described below, as well as activities leading up to the year 2000
when agriculture as a sector will be reviewed at the United Nations
Commission on Sustainable Development.  Please send comments by mail, fax
