I've had VERY FEW CPB in my no-till tomatoes(never had to spray for 
them in 3yrs.). This is consistant over the years and everywhere no-till 
tomatoes have been planted( the CPB doesn't like the mulch on the 
ground). Now that no-till potatoes are successfully being grown(DR. Ron 
Morse-VPI) This might be a viable option if some sort of cover crop can 
be grown in the Ukraine. The biggest hurdle would be developing a 
no-till planter.
