DUTIES:  The incumbent will serve as the Director, Sustainable Agriculture
Programs and is responsible for recommending and carrying out major
decisions affecting 

1) the basic content and character of Sustainable Agriculture Research and
Education programs

2) program planning, management, and evaluation activities, and

3) relationships between the sustainable agriculture program and other
USDA, Federal, State, private sector, and academic groups, and individual
farmer participants; directs the development and conduct of procedures at
the regional level for inviting, reviewing, and approving sustainable
agriculture project proposals to receive support; develops and manages the
annual operating budget for the program in collaboration with the Deputy
Administrator and with the advice and assistance of the Regional
Coordinators of the sustainable agriculture program in the Southern ,
Northeast, Western, and North Central regions of the United States; 
familiar with and understands significant policy, legislative, research,
and educational developments and trends pertaining to sustainable
agriculture; and serves as primary USDA contact. 

Performance of the duties and responsibilities requires a high level of
subject-matter expertise and leadership capability typically demonstrated
by national recognition in the sustainable agriculture field.  Must have a
broad knowledge of information needs of sustainable agriculture programs
and a conceptual understanding of expert-based decision support computer
systems.  Must be able to exercise sound judgement combined with specific,
comprehensive knowledge of the assigned areas in a way to translate highly
complex theories and techniques into practical approaches and solutions to
major problem areas. 

QUALIFICATIONS:  Applicants must have successfully completed a full 4-year
course of study leading to a bachelor's or higher degree with major study
in biological sciences, agriculture, natural resource management,
chemistry, economics, or related disciplines appropriate to the position
or a combination of education and experience equivalent to the courses
listed above plus appropriate experience or additional education. 

In addition to meeting the basic qualifications, applicants must have one
year of specialized research experience equivalent to the next lower grade
level, or its non-Federal equivalent in difficulty and level of
responsibility. 

Specialized experience is experience which has equipped the applicant with
the particular knowledge, skills, and abilities to successfully perform
the duties of the position. In particular, possess (1) knowledge of
sustainable agriculture; (2) have demonstrated the ability to initiate
original research of considerable scope and complexity, pursue it to a
logical conclusion, and analyze, interpret, and document the results.

organizations such as USDA agencies, Federal Departments, State 
land-grant universities, and private organizations.
