Nadav,

Niagara Mohawk, like most utilities, used to have a free energy audit
program. Deregulation paved the way to getting rid of this market
depressing dinosaur and allowed us to introduce a utility marketed "Home
Performance Program" which promotes solving building performance problems
(ice, mold and moisture, IAQ, comfort, energy, combustion safety, etc.)
using qualified private contractors. We (diagnostics contractors) actually
teamed up with the utility to tell the state assembly energy committee to
forget it when they wanted to bring back the old audit program.

NMPC likes the postive customer impact. They did an customer evaluation
and found very high levels of satisfaction with the diagnostics and
treatment.

Good Luck
