Are you considering CELLULOSE insulation or FOAM insulation?  Cellulose
insulation is wood fiber material; foam insulation is plastic. The content
of the articles you cited seems to indicate fire retardant applications
that would be more related to plastics than to wood fibers. The fire
retardants in cellulose insulation are borax, such as you might use in the
laundry room; boric acid, used commonly as eye wash and as a component of
eye drops and various contact lense solutions; and ammonium sulfate, also
used as a soil amendment and food preservative.
