There is a product called "SOF Chink" made by NOMACO in Zebulon,NC
that is a backer rod (open cell foam) with a closed cell foam skin. That is, it
has the "memory" of an open cell product to move as the building
componants move to continuously fill the gap, and the closed cell foam skin
should act as an effective air barrier. 

It's conceptually elegant and seems to work well in the field (based on talking
with just a couple of contractors who have used it.) I don't believe there have
been any tests yet of its air-sealing performance, however.
