The objective of this publication is to provide information that promotes good land use and the establishment of a comprehensive framework to accomodate growth without sacrificing resources. The winter issue of Land Patterns includes: 1) "'Open Space' Zoning: What it is and Why it Works" -- a detailed article by rural planner Randall Arendt on zoning that utilizes land in an efficient way while protecting farmland and natural areas. 2) "A Statewide Vision with Local Controls" -- a commentary by Lee Ronning discussing the Twin Cities Metropolitan Council's inability to control growth in the 13-county metro area. 3) "Purchase of Development Rights" -- an article describing how farmland (as well as a landowner's ability to take advantage of rising land prices) can be protected through programs that buy the owner's right to develop it in any way. 4) "Residential Taxes aren't Farmland's Most Valuable Harvest" -- This article describes a study conducted by LSP and the American Farmland Trust that showed residential developments can demand more in community services than they make back in property taxes.
