It may be that V can be considered to enclose a 
question.  As is What is the solution to X = blah
or What is the height of a Tau Cetian?  Then W
can be an answer or conclusion or even just
a statement, like The solution is ... 
Perhaps a broader interpretation like this 
might help in the mysterious use of W at the end 
of message 3, and also in the lack of V in the still
untranslated (or rather, not understood) section of
message 3 (X=,p=11.5...)
