Expansion and Chapter Maintenance

A. A new Local Chapter may be formed at any institution not already possessing a recognized Chapter of GIGO. There must be a group of people, of a size deemed reasonable by the National Executive Board, interested in writing a Constitution and submitting it for approval before the National Executive Board. Upon being written and submitted to teh National Executive Board, a Constitution for a prospective Local Chapter must be aproved by a 3/4 majority of the National Executive Board, and must meet all standards, by-laws and mission statements of the GIGO-National Constitution (defined as the Chapel Hill Chapter's Constitution even upon the dissolution of the Chapel Hill Chapter, at which time the Chapel Hill Chapter would become solely the National Constitution for GIGO). With approval of the Constitution and Membership of the new Chapter by the National Executive Board, the new Chapter shall become fully active, and the new Chapter President shall ascend to the National Executive Board as would any other Chapter President.

B. In the case that a Local Chapter, having once been active and recognized, should dissolve (defined as all its Member shall, for whatever reason, leave the Chapter and thus it constitutes no Members), that Chapter's Constitution and recognititon shall remain active and accepted for a period of two calendar years. If, at the end of those two years, there still are no students to constitute a Local Chapter at that Chapter's Host-Institution, the Constitution and Recogntiion of that Chapter shall go inactive. Their records shall be archived, and no further Chapter maintenance (defined as regular contact with said Chapter, updating of Chapter records and Chapter Constitution, and affiliated duties and actions) shall be carried out. If at some time after the initial dissolution of said Chapter occurs, students at that Chapter's Host-Institution wish to reactivate their Chapter, the following steps must be followed through:

1. The prospective Members of the Chapter, if this occurs within the two calendar year limit on the recognition of the dissolved Chapter's Constitution, must petition the National Executive Board to become members, requiring only a simple majority vote on the part of the Board to recognize those persons as members. Upon their recognition, they must go through the steps of forming an Executive Board and electing a Chapter President, who will then ascend to the National Executive Board with all other Chapter Presidents.

2. If this occurs after the two calendar year limit on the recognition of that Chapter's Constitution, the prospective Members must petition the National Executive Board for status as a Training Chapter, and go through all procedures for establishing a completely original local Chapter. However, rather than writing their own Constitution, the members of the Training Chapter must receive the archived Constitution of the formerly active Chapter at their Host-Institution, and go through the appropriate amendment processes necessary to update it to the standards of the National Constitution, then sumbit it to the National Executive Board for approval. Approval by the National Executive Board shall require a 3/4 vote in favor of renewing the Recognition of the Local Chapter, and upon reciept of said Recognition they may go through the election/appointment processes necessary to appoint a Chapter President to the National Executive Board and fill all other Local Chapter Offices.
