Sure, hay bales can be compressed. The Ontario Hay Producers Assoc. 
compresses bales they ship to FL, and folks out west compress bales
shipped to Japan. Try one of these numbers for the Hay Producers
Assoc. 613-537-2673, 613-987-5409. From an old business card, but one
of these should work.
