Yes, the RIR is operating at the URL Misha indicated. And there are more
sources of useful information coming on line, although the offerings are
meager compared to what is available in CAnada and USA....The project was
partially funded by Ford and then Kellogg, and now it looks like there may
some funding from Rockefeller Fndtn as well...Doug Schuler mentions the
project in his Addision Wesley Community Networks book...
