Folks interested in the query from the journalist in Lima and responses
posted on SANet might want to look at the last (March/April, 1996) issue
of Ceres, the FAO Review. This had several pieces on Internet as a
"solution to developing the world's information and communication needs",
assembled under the title "Wiring the South". Ceres was discontinued
with this issue because of financial constraints, so you might find it
either in current periodicals or shelved.
