Here in Vermont the scale of things is very different from Washington. While
we don't have the population, land area and governmental structure to justify
"regional" Councils, one of the Vermont Urban & Community Forestry Council's
objectives throught the years has been to encourage and support the creation
of "local" tree boards. These function as a local advocacy organization and
undertake many planning, planting and educational projects in their
communities. They are able to attract interested members because they are
closer to home, and some are represented on the state Urban & Community
Forestry Council itself.

If you have the interest at the regional level to support these types of
organizations, the more power to you and your statewide efforts.
