Breed improvement in dairy cows

Is anyone aware of any dairy cow breed improvement programs or
projects in developing countries, their successes and failures? A vet
visiting our university from India is interested in starting a small
dairy cow breeding project when he returns to his country. He lives
in Tamil Nadu in southern India and his plan is to cross local breeds
with western ones with the hope of developing dairy cows which can
handle the heat as well as being resistant to local diseases and parasites.

If anyone on SANet is familiar with similar projects, I would
certainly appreciate hearing from them.
