GBlist: Parking lot run-off

Has anyone had experience treating parking lot run-off? I have a project where
there is parking adjacent to a river and I have an opportunity to perhaps
improve what is going into the river from the parking lot.

I envision that run-off is most easily captured from a paved lot. It could be
put through some type of filter trap to remove oil/gasoline/brake fluid, etc.,
then perhaps put into a biofilter of some type.

If the lot is not paved, has anyone had experience with using a membrane
beneath gravel to keep run-off water from sinking into the ground, presumably
carrying the pollutant with it?

If I'm on the wrong track altogether, please suggest what is the best way to
think about this problem. I'm very interested in solutions that people have
actually built (it's fine for this question to spark a long theoretical thread,
but I'm looking for installations!)
